The Local Bioethics Commission (LBC) is an independent advisory body that ensures the protection of the rights, safety, and well-being of research subjects and researchers, as well as the ethical and moral-legal evaluation of scientific research materials.
The Committee was established in accordance with international standards for conducting research involving human subjects and is registered in the international Health and Human Services (HHS) system (IRB00003734 Kazakh Natl Med U-Kazakhstan Ethical Committee #1) as an organization protecting the rights, physical and mental health, and welfare of human participants in research. The LBC at Marat Ospanov West Kazakhstan State Medical University (IRB00010636 Local IRB Committee West-Kazakhstan State Medical University named after Marat Ospanov, the Republic of Kazakhstan) is registered in the international database of the Office for Human Research Protections (OHRP) in the USA as a research subject protection entity (ORG0008911, dated July 14, 2016). The LBC at Marat Ospanov West Kazakhstan State Medical University is registered in the unified LBC database of the Republic of Kazakhstan with the identification number LЭК-I/2010-07-014.
The LBC is guided in its activities by the ethical principles of the Helsinki Declaration of the World Medical Association, the Constitution of the Republic of Kazakhstan, the Good Clinical Practice (GCP) Standard, the Code of the Republic of Kazakhstan "On the Health of the People and the Healthcare System," and other applicable international regulations related to the activities of ethics committees and clinical research.
The independence of the ethical review of research involving human participants is based on established scientific and methodological standards of LBC activities, which aim to guarantee the protection of specific individuals during the research process. The LBC conducts a review of research before it begins, followed by monitoring (ensuring compliance with ethical principles during and after the research).
Currently, the LBC consists of competent and specially trained members (as well as independent experts) representing various disciplines of medical science, including public representatives.
