Qualification Requirements

The position of Head of the Operations Department is assigned to a person who has a higher professional education and at least 5 years of experience in operational management of production in engineering, technical, or managerial positions.

Functional Responsibilities:
The Head of the Operations Department is required to:

  1. Supervise operational regulation activities using computing, communication, and information systems, and monitor production progress.
  2. Organize operational control over the provision of technical documentation, equipment, tools, materials, components, transportation, and loading/unloading facilities for production.
  3. Ensure daily operational accounting of production progress, monitor the condition and completeness of production, compliance with established workplace standards, rational use of transport, and timely execution of repair and construction works.
  4. Coordinate the work of university departments, take measures to ensure smooth production processes, and prevent or resolve disruptions in production operations.

Qualification Requirements

The Occupational Health and Safety Engineer must have a higher (technical) education and at least 1 year of work experience in this position.

Functional Responsibilities

The Occupational Health and Safety Engineer shall:

  1. Monitor compliance in the organization’s divisions with legislative and other regulatory legal acts on occupational safety and labor protection, as well as the provision of established benefits and compensations to employees based on working conditions.
  2. Study working conditions at workplaces; prepare and submit proposals for the development and implementation of more advanced designs of guarding equipment, safety, interlocking devices, and other means of protection against hazardous and harmful production factors.
  3. Participate in and supervise inspections and examinations of the technical condition of buildings, structures, equipment, machines, and mechanisms; assess the effectiveness of ventilation systems, the condition of sanitary-technical devices, sanitary and amenity facilities, collective and personal protective equipment of employees; determine their compliance with occupational safety and labor protection requirements; and, when violations posing a threat to the life and health of employees or potentially leading to accidents are identified, take measures to suspend the operation of machines, equipment, and work performance in workshops, sections, and workplaces.
  4. Jointly with other divisions of the organization, carry out activities for the certification and attestation of workplaces and production equipment for compliance with occupational safety and labor protection requirements.
  5. Participate in and supervise the development of measures to prevent occupational diseases and industrial accidents, improve working conditions, and bring them into compliance with regulatory requirements on occupational safety and labor protection, as well as provide organizational assistance in implementing such measures.
  6. Carry out activities to establish a unified procedure (implementation of an automated information system) for recording industrial accidents and occupational diseases.
  7. Monitor the timely conduct by relevant services of required tests and technical inspections of equipment, machines, and mechanisms; compliance with schedules for measuring hazardous and harmful production factors; fulfillment of instructions issued by state supervisory and control authorities regarding compliance with applicable occupational safety and labor protection rules, regulations, and standards during production processes and in projects of new and reconstructed production facilities; and participate in their commissioning.
  8. Participate in and supervise the consideration of issues related to compensation by the employer for harm caused to employees as a result of injury, occupational disease, or other health damage related to the performance of their job duties.
  9. Provide methodological assistance to organizational divisions in compiling lists of professions and positions requiring mandatory medical examinations, as well as lists of professions and positions entitled to compensations and benefits for heavy, harmful, or hazardous working conditions in accordance with current legislation; assist in the development and revision of occupational safety and labor protection instructions, organizational standards of the occupational safety standards system, and in organizing briefing, training, and knowledge testing of employees on occupational safety and labor protection.
  10. Conduct and supervise introductory occupational safety and labor protection briefings for all newly hired employees, secondees, pupils, and students arriving for industrial training or internships.
  11. Participate in the preparation of the “Occupational Safety and Labor Protection” section of the collective agreement; take part in investigations of occupational injuries, professional and work-related diseases; study their causes and analyze the effectiveness of measures taken to prevent them.
  12. Organize and supervise the attestation of production facilities based on working conditions.
  13. Participate in and supervise the review of industrial accidents and the development of measures for their prevention.
  14. Participate in the review of letters, applications, and complaints from employees regarding occupational safety and labor protection; prepare proposals for management to eliminate identified deficiencies and shortcomings revealed during investigations; and prepare responses to employees.
  15. Monitor the organization of storage, issuance, washing, dry cleaning, drying, dust removal, degreasing, and repair of special clothing, special footwear, and other personal protective equipment; the condition of safety devices and protective equipment; and the proper use of funds allocated in organizational divisions for occupational safety and labor protection measures.
  16. Prepare occupational safety and labor protection reports in accordance with established forms and within prescribed deadlines.
  17. Perform other duties as assigned by management.

1) Plan and organize the work of the department in accordance with the Charter and the Strategic Development Plan of the University, the decisions of the Academic Council.

Functional  responsibilities:

1.1. The Chief Accountant is obliged to:

carry out management in accordance with the current regulations on accounting;

Vacant position: Chief Accountant of the Accounting Department of NJSC “West Kazakhstan Marat Ospanov Medical University”

Basic requirements for the participant of the competition:

A person with higher (or postgraduate) education in the relevant specialty and experience in financial and accounting work, including in senior positions, for at least 5 years, and a certificate of professional accountant is appointed to the position of chief accountant.

Functional responsibilities:

1.1. The Chief Accountant is obliged to:

carry out management in accordance with the current regulations on accounting;

keep accounting records in accordance with IFRS and the Accounting Policy of the University;

Prepare and provide timely financial statements that comply with IFRS and other forms of reporting;

systematically improve the qualification category;

to use modern means of automation of accounting and computing works, progressive forms and methods of accounting;

to exercise control over the accounting of obligations and business transactions (sale of services, settlements with suppliers and customers for services rendered, cash flow in bank accounts (foreign currency and tenge).
